2. You have got to ram his car or truck at quite some speed on the side to stun him, then rush out and get in his automobile, now this is where it goes either way, in the event you do not kill him he'll come soon after you in another vehicle shooting at you which may result in plenty of damage to your new auto so it may possibly explode or you can kill him but in case your cop heat is high you will be killed by the cops, for those who's cop heat is low on the other hand and also you kill him you will have the capacity to get away no problem with nobody shooting at you. 
3. Either way drive it to the chop shop in South Beach to finish the mission.
