1. On this mission you're able to play as being the Assassin, which can be strange because it isn't unlocked yet so Tony shouldn't offer an Assassin, oh well. 
2. Follow the red-colored markers and arrive at the advantage point inside the time limit, be cautious as at the conclusion of the run you'll need to do a number of jumps, be sure to maintain your speed up and hit the jumps in the correct points to land properly in the next point, obviously should you miss you've effectively failed the mission.
3. Now you must scan the numerous boats while using Sniper Rifle, to zoom press Z after which use the lower and upper control pad to zoom out and in, check for the man wearing a blue hat along with a purple jacket. 
4. He was in a tiny orange boat for me personally. 
5. Don't kill random folks as that will cause everyone to hurry up and make it tougher, so keep calm.
